Thomas F. Carroll, III
is a partner of Hill
Wallack LLP and is
partner-in-charge of the
Land Use Division which
encompasses the Land Use
Litigation and Land Use &
Environmental Applications
Practice Groups. He
has significant experience
in the land development
application and permitting
process, as well as the
litigation of land use
matters at the trial level
and in the appellate courts.
Among the
matters he has litigated are
traditional zoning
challenges; Mount Laurel
suits; actions contesting
decisions rendered by
planning boards; and
litigation challenging
development exactions. He
has also pursued tax appeals
challenging the assessments
of residential and
commercial properties and
litigated condemnation
matters.
A
past-chairman of the Board
of Directors of the New
Jersey State Bar
Association's Land Use Law
Section, Mr. Carroll has
authored numerous articles
and presented many seminars
concerning land use issues.
Mr. Carroll also routinely
provides his fellow
attorneys with updated
information on land use law
when speaking on panels
offered by the New Jersey
Institute for Continuing
Legal Education.
Prior to
joining Hill Wallack in
1984, Mr. Carroll served a
judicial clerkship with the
Honorable L. Anthony Gibson,
then one of the three
specially assigned Mount
Laurel judges. He holds
a law degree from Rutgers
University School of Law,
Camden, and a Bachelor of
Science degree in
Environmental Studies from
Rutgers University, Cook
College.

Carroll is admitted to
practice in both New Jersey
