    Hill Wallack Partners Featured Speakers at Land Use Update

    Princeton, NJDonald R. Daines, Stephen M. Eisdorfer and Henry T. Chou, partners of Hill Wallack LLP recently served as panelists at the 2009 Land Use Update presented in cooperation with the New Jersey State Bar Association Land Use Law Section. They discussed the complicated mix of new and related land use and environmental hot topics in today’s economical climate. Mssrs. Daines, Eisdorfer and Chou are partners of Hill Wallack LLP and members of the Land Use Division which encompasses the Land Use Litigation and Land Use & Environmental Applications Practice Groups.

    Donald R. Daines concentrates his practice in litigation before the State and Federal Courts related to complex land use and development matters including the procurement or enforcement of permits and/or approvals necessary for development. His cases involve a myriad of issues related to land development including zoning; environmental; infrastructure; federal fair housing; forcing municipalities to create realistic affordable housing opportunities and related civil rights issues. He routinely appears before Planning Boards and Zoning Boards in connection with large scale developments, working intimately with the developer and the numerous professionals during the pre-application phase to ‘front load’ the application to maximize development potential within the regulatory framework and site constraints. Mr. Daines is a resident of Readington, NJ.

    Stephen M. Eisdorfer has a practice concentration on litigation in the state and federal courts and applications and proceedings before public agencies involving housing, land use - including residential, commercial, industrial, and health-care-related projects—civil rights and consumer fraud. Since 1980, Mr. Eisdorfer has handled exclusionary zoning cases before the courts and the New Jersey Council on Affordable Housing involving more than 75 municipalities. A leading expert on the siting of health-care-related facilities, Mr. Eisdorfer represents both public entities and property owners. In addition, he represents builders, property owners and other parties in a wide variety of other land use, redevelopment, fair housing, and condemnation matters. Mr. Eisdorfer is a resident of Highland Park, NJ.

    Henry T. Chou concentrates his practice in the land development application and permitting process and the litigation of land use matters. Mr. Chou has significant experience in Mt. Laurel affordable housing litigation and administrative matters before the New Jersey Council on Affordable Housing. In addition, he has represented developers, property owners and public entities in a wide variety of environmental, redevelopment and construction matters. Mr. Chou has handled numerous planning board and zoning board of adjustment applications, ranging from minor subdivisions to multifamily residential developments. He has litigated many cases challenging denials of land use applications, the validity of municipal ordinances, and appeals pertaining to complex land use issues. Mr. Chou is a resident of Chesterfield, NJ.
